Arthur Budge has been President & CEO of Five States Energy Company, L.L.C. and its related entities since 1998.  Mr. Budge has been a principal in Five States since its formation, initially serving as CFO.

Five States was formed in 1985 to invest in the oil and gas properties following the global price collapse.  Five States forms and manages private equity portfolios of direct investments in oil and gas producing property acquisition, upstream development and midstream assets.

Unlike many of its peers, Five States invests in specific real property assets rather than “backing management teams”.  Investment structures include working interests, mezzanine financing and subordinated and senior debt, where Five States obtains a real property interest or perfected lien on real property. .

Five States’ focus is on working interest acquisitions, or providing project specific restructuring, development and exploitation capital to independent oil and gas producers.  The engineering/finance group at Five States is much deeper than in most smaller oil and gas private equity groups.  Senior management has extensive experience working together.  Five States investors are not institutional (all private wealth).

Five States has created a series of successful investment funds over its 30 year history.  The vast majority have provided double digit returns to investors.  Five States has also sponsored real estate investments when strategic opportunities are available.

Mr. Budge is also a general partner, manager or director of several private investment entities in retail and real estate.  He continues to operate Budge Financial, Inc., an investment advisory firm providing planning and asset management services to several clients from his prior business in the 1980s.   He is Chairman of the Board of ZPower, Inc., a manufacturer of small, high-energy rechargeable silver zinc micro batteries for electronic devices.
